Essentially, the service associates your “web reputation” with messages delivered across numerous IPs. The IP or domain reputation is judged as Good, Neutral, or Poor by other email service providers. WebTalos is what Ironport was, I believe, now Cisco's email appliances. They're one of the bigger players in terms of email appliances - a lot of third parties will use them, so it's good to have a decent reputation there.
