If you want to use those types of macros, you need to change your Self Cast Key to None. If you want more info, or to encourage Blizz to fix the bug, please see this thread:

For an example, instead of using modifier to pop your cooldowns, you could make a simple macro within wow to use: /use 13 /use 14 /cast Stormkeeper /cast Anything. Then bind that macro to a keybind you want to use.
